Key findings

Sales registered November 2025 to October 2026. "Median household" is the median resident employed household's income from work in 2025, excluding employer CPF.

  1. A median 4-room resale flat (S$630,000) cost 5.0 years of the median household's income from work, against 4.0 years for the median 4-room sold in 2019.
  2. On the largest HDB loan it can get, a median-income household buying the median 4-room flat must find S$157,500 from CPF, cash or grants. Five years earlier it was S$46,000, when HDB lent up to 90% of the price, against 75% now.
  3. In Queenstown, Toa Payoh, Bukit Merah and Kallang/Whampoa, the median 4-room costs more than the median household's HDB loan can cover at 75%. In Queenstown (S$1,030,000) the gap is S$360,000, or 2.8 years of that household's income.
  4. A household at the 20th income percentile (S$4,628 a month) can borrow up to S$292,700 from HDB, 46% of a median 4-room flat.
  5. Over the year, the median 4-room price was up 0.6% and the median 3-room down 1.1%, while median household income rose 5.9%. A 4-room went from 5.2 to 5.0 years of income.
  6. 66% of 3-room resale flats sold had less than 60 years of lease left, against 20% of 4-room flats.

Income needed for a full HDB loan

HDB lends up to 75% of a resale flat's price, but caps the monthly instalment at 30% of household income. Below the incomes here, the 30% limit cuts the loan and the buyer must find more than 25% from CPF or cash.

Questions on HDB resale prices and income

How much do I need to earn to buy a 4-room HDB resale flat?

For the HDB loan to reach the full 75% of a median 4-room resale flat (S$630,000 in the 12 months to October 2026), two buyers aged 35 need a household income of about S$7,470 a month. The other 25%, S$157,500, still comes from CPF, cash or grants. The median household earned S$10,591 a month from work in 2025, excluding employer CPF.

Which HDB town is the cheapest for a 4-room flat?

Jurong West, with a median 4-room resale price of S$534,500 in the 12 months to October 2026, or 4.2 years of median household income. Next were Woodlands (S$548,000), Jurong East (S$549,444) and Yishun (S$550,000).

Is the HDB loan 75% or 80%?

75%. HDB cut its loan limit from 80% to 75% of the price or value for resale applications from 20 August 2024. Your loan can be lower if your income or age limits it. Check your own figures with the HDB loan calculator .

Method

  • Prices: median resale price per town and flat type, all sales registered November 2025 to October 2026. Towns with fewer than 30 sales of a flat type are not reported.
  • Income: SingStat monthly household employment income, resident employed households, 2025 (preliminary). Median S$10,591 excluding employer CPF, S$12,027 including it; 40th percentile S$8,498; 20th percentile S$4,628.
  • Years of income: median price divided by 12 months of income, on either basis.
  • HDB loan: the lower of 75% of the price and the loan whose instalment is 30% of income over 25 years, sized at HDB's 3% assessment rate and rounded down to S$100. Worked out with Perfingo's HDB loan calculator code, on income excluding employer CPF, as HDB does. Two Singapore Citizen buyers aged 35, no CPF counted.
  • Trend: calendar-year median price over the same year's median income, all towns.

Limits of this study

  • The median sale is not the median flat: it moves with the mix of flats sold. That is why we show the national trend, not five-year changes for each town.
  • For flats whose lease cannot cover the youngest buyer to age 95, HDB lends less than 75%. 66% of 3-room resale flats sold had under 60 years left. HDB does not publish its formula, so the loan here is overstated for them.
  • Income covers all resident employed households, not only buyers, and excludes rental and investment income.
  • Resale only. BTO flats and housing grants are not included.
  • Registration dates trail the deal by about one to two months.
