In short
The HDB downpayment is 25% of the flat price, whether you take an HDB loan or a bank loan, since both lend up to 75% of the price. On an HDB loan you can pay all of it with CPF. A bank loan needs at least 5% of the price in cash.
First-timer families can get up to S$120,000 in CPF housing grants for a new flat and up to S$230,000 for a resale flat, from the Enhanced CPF Housing Grant (EHG), the CPF Housing Grant and the Proximity Housing Grant (PHG). Singles can get up to S$60,000 and S$115,000.

What is left for the loan
This is the part of the price a loan has to cover, not what HDB will lend. HDB also caps the monthly instalment at 30% of your income and the tenure at 25 years (or 65 minus your average age, if shorter), so it may lend less. See what you can borrow with our HDB loan calculator.
This is the part of the price a loan has to cover, not what a bank will lend. Under MAS rules all your monthly debt repayments are capped at 55% of income (TDSR), and a bank loan on an HDB flat runs for up to 30 years, so the bank may lend less. An estimate, not a grant or loan offer. Your HDB Flat Eligibility (HFE) letter states the grants and loan you actually qualify for. Figures as of October 2026, from HDB. The estimate assumes the resale price equals the valuation and that the buyers meet HDB's employment, age and property rules.
Worked example
Worked example: a 4-room resale flat at S$600,000
An illustrative case, computed with the same function as the calculator. A first-timer couple, both Singapore Citizens, earn an average of S$7,000 a month. They buy a 4-room resale flat for S$600,000 within 4 km of their parents, take an HDB housing loan and put in S$40,000 of CPF Ordinary Account (OA) savings.

The grants and OA savings (S$170,000) cover the whole S$150,000 downpayment, so no cash is needed for it. The other S$20,000 goes toward the price, which brings the loan down to S$430,000, under the S$450,000 limit at 75% of the price. That is what is left to finance, not what HDB will lend: HDB also caps the instalment at 30% of income and the tenure at 25 years. For first-timers buying a new flat from HDB or a resale flat. Families qualify up to an average monthly household income of S$9,000 and singles up to S$4,500. A first-timer and second-timer couple gets the EHG (Singles), assessed on half the household income.

CPF Housing Grant for resale flats
For first-timers buying a resale flat, on top of the EHG. Households qualify up to an average monthly income of S$16,000, or S$8,000 for a single buying alone, for HFE letters applied for from 24 Aug 2026.

HDB downpayment rules
How the HDB downpayment works
HDB and the banks lend up to 75% of the price, so the downpayment is 25%. For a resale flat the loan limit is 75% of the price or the valuation, whichever is lower. CPF housing grants go into your CPF Ordinary Account and can pay the downpayment or reduce the loan.

On an HDB housing loan, HDB asks you to use your OA savings on the flat before it lends, keeping up to S$20,000 for each buyer. A bank loan has no such rule. Banks also lend at a 55% limit for longer loan tenures, which this calculator does not model. At that limit a resale downpayment is 45% of the price with at least 10% in cash, and a new flat needs 20% at signing, at least 10% of it in cash.
If your grants come to more than 95% of the price, only 95% of the price can be paid with grants, and at least 5% must come from your own CPF or cash, not a loan. This applies to new and resale flats; on a resale flat it is 95% of the price or the valuation, whichever is lower. The excess grant is credited to your CPF Special or Retirement Account and MediSave Account.

What this calculator leaves out
- Extended and multi-generation families, families with a non-resident spouse, and households of Permanent Residents only.
- Second-timer households (the Step-Up CPF Housing Grant) and the Top-Up Grant.
- Two or more singles buying together (the Joint Singles Scheme). The singles option here is one single buying alone.
- Pro-rating when the remaining lease does not cover the youngest buyer to age 95. The EHG is pro-rated, and the CPF you can use and the HDB loan are also pro-rated (CPF Board, MND). None of this is applied.
- What HDB or a bank will actually lend. An HDB loan is also limited to an instalment of 30% of income and a tenure of 25 years, so "left to finance" can be more than HDB lends. The HDB loan calculator checks this.
- Cash over valuation on a resale flat, which cannot be paid with CPF or a loan.
- Deferred Income Assessment, Plus and Prime flat conditions, and the 12-month employment rule for the EHG (assumed met).
- Stamp duty, legal fees and other costs at signing.

Rules change, and the date that counts is usually when you sign, apply or earn the income. This calculator uses the rules in force today; upcoming changes are listed so you can see what applies later.

Income ceilings raised to S$16,000 and S$8,000
The ceiling to buy a new flat, get the resale CPF Housing Grant or an HDB loan went from S$14,000 to S$16,000 a month for families, and from S$7,000 to S$8,000 for singles. The EHG ceilings did not change.

The maximum EHG went from S$80,000 to S$120,000 for families and from S$40,000 to S$60,000 for singles, with the same S$9,000 and S$4,500 income ceilings. For new flats it applies from the October 2024 BTO exercise onwards, not to sales exercises launched in June 2024 or earlier.

HDB downpayment and grants: common questions
How much is the HDB downpayment in 2026?
The downpayment is 25% of the flat price for both an HDB loan and a bank loan, because both lend up to 75% of the price. On an HDB loan the whole 25% can come from CPF. On a bank loan at least 5% of the price must be paid in cash. If the bank lends at its lower 55% limit, which applies to longer loan tenures, a resale downpayment is 45% of the price with at least 10% in cash, and a new flat needs 20% at signing (at least 10% in cash) and 25% more at key collection.

How much is the Enhanced CPF Housing Grant (EHG)?
The EHG is up to S$120,000 for first-timer families and up to S$60,000 for first-timer singles, for new and resale flats. It gets smaller as income rises and stops above an average monthly household income of S$9,000, or S$4,500 for singles.
How much is the CPF Housing Grant for a resale flat?
A first-timer family of two Singapore Citizens gets S$80,000 for a 2- to 4-room resale flat, or S$50,000 for a 5-room or bigger flat. A Citizen and Permanent Resident household gets S$70,000 or S$40,000. The household income ceiling is S$16,000 a month from 24 August 2026.

Can I use CPF for my HDB downpayment?
Yes. Your CPF Ordinary Account savings and your CPF housing grants can pay the downpayment, apart from the 5% minimum cash on a bank loan. With an HDB loan, HDB asks you to use your OA savings on the flat first, keeping up to S$20,000 for each buyer.
What is the Proximity Housing Grant?
The Proximity Housing Grant is S$30,000 for a family buying a resale flat to live with their parents or child, or S$20,000 to live within 4 km of them. Singles get S$15,000 or S$10,000. It has no income ceiling.
